As we add more location options, the Metal platform should support more control on the placement of infrastructure within a Metro, e.g. "not in the same rack as UUID X".

a number of customers who are BGP anycast users have brought up this. they've asked for the functions of at least being able to select servers across different pods and racks within one DC facility
