Operationalize Workload Optimized and Custom Hardware

Build support for workflows or "policies" in the Metal Console that can be associated with reserved hardware, specifically Workload Optimized or Custom Hardware. An attached policy could dictate what a customer can expect if their hardware server fails, including: * Ready-Stock - server can be replaced by infrastructure in Ready-Stock - reserved servers activated (made billable) 90 days after delivery but customers can activate early. Failed servers are replaced from Ready-Stock pool immediately, Metal Ops fixes failed server during next maintenance window. * Sparing - servers at discounted rates that are billable immediately. Failed servers are replaced by spares immediately, Metal Ops fixes failed server during next maintenance window. * Parts Locker - custom parts are stocked to repair failed custom servers, Metal Ops repairs server during next maintenance window.
